Interestingly, I had supposed myself that these military remains could have been some kind of ramp for tanks or other vehicles. Truth is, that I myself don't know what this was once used for, but I was rather curious to know. The place is situated in Dresden Neustadt on Proschhübelstraße, near the railway station Industriegelände. Vis a Vis to the place shown in the picture were military barracks and a gym. The barracks were part of the huge military area alongside Dr.-Kurt-Fischer-Allee (today Stauffenbergallee). It is pretty near to the former military Court House, which is also on Proschhübelstraße (I don't know if the name was the same in GDR-times).
In the above map, the place is located on the south-east-end of the area marked red, close to the spaces marked with only a red frame. The map was once posted by Igor (Verk), I am just using it to illustrate the location of the place. The footnote under the map says that there must have been stationed a tank training bataillon. So maybe, Oleg could indeed be right?
